SECTION 3. If any provision of this ordinance or the <br /> <br /> application thereof to any person or circumstances is held <br /> invalid, such invalidity shall not affect other provisions or <br /> applications of this ordinance which can be given effect without <br /> the invalid provision or application, and to this end, the <br /> <br /> provisions of this ordinance are declared to be severable. <br /> SECTION 4. The Clerk of the County of Hawaii is directed <br /> to insert the effective date of this ordinance in any section of <br /> the County Code which requires reference to this date. <br /> SECTION 5.
