Ju i i uo ua:voa esury rneias aua J[o-otyu p, i

July 17, 2006

Hawaii County Council Committee on Planning
K. Angel Pilago, Chair

Subject: County Resolution No. 383-06

Aloha Chair Pilago and members of the Committee on Planning,

As an introduction I started Fields Masonry over 15 years ago in Kona. Over the
past decade I have focused on cultural restoration and I specialize in building
Hawaiian dry stack walls.

I have worked on cultural restoration of many key projects throughout the State
including heiau at the Sam Cooke residence in Manoa, restoration of the rock
walls at Hulihee Palace, heiau at Kamehameha School-Kapalama Campus as
well as the Na Pohaku Ola stones in Waikiki.

Another aspect of my business is repatriating Kupuna iwi - I have trained under
the Edith Kanakaole Foundation in conjunction with Hui Malama I Na Kupuna O
Hawaii Nei. I consider my work vital to the preservation of my culture.

Before moving back to Hawaii, I worked for Mission Bay Harbor Patrol in San
Diego as a Harbor Patrol Officer. In the late 1980's I worked for the Honokohau
Harbor as a Temporary Harbor agent.

I strongly support Resolution 383-06 because I have worked for a marina resort
similar to what this project is envisioned and have experienced its success first
hand.

I believe that Jacoby Development's overall plan is designed to be comfortable
and inviting to local residents. Kona has asked for, and deserve an expanded
marina. The resort element is a necessity that will ensure the economic success
of this project. I look forward to the opportunities at the expanded marina. The
extension of Kuakini Highway through Queen Liliuokalani Trust Lands to
Kealakehe Parkway will certainly alleviate traffic for all of us in Kona.
I encourage you to pass this resolution directing the Planning Director to conduct
a feasibility study of amending the General Plan to include resort on this parcel of
land.

M o,

eor illy" Fields
Fie M sonry q 9
Comm.
