July 18, 2006

Hawaii County Council Committee on Planning
K. Angel Pilago, Chair

Subject: County Resolution No. 383-06

Dear Chair Pilago and members of the Committee on Planning,

As an individual interested in the future quality of the Kona area, I ask
you to support County Resolution No. 383-06.

The planning director should be allowed to study the feasibility of
amending the General Plan to allow for a resort component for the
proposed project.

The Jacoby Developments group has a proven record of using smart
growth, sustainable concepts with alternative energy components. The
EPA has applauded Jacoby's development in Atlanta, where they reclaimed
a brown field, turning it into a vital multi-use center.

As I understand it, the resort designation in that location will provide
moderate resort and/or time share availability, not high end units.

Jacoby Developments plans to extend Kuakini Highway through Queen
Liliuokalani Trust Lands to Kealakehe Parkway providing, at last,
transportation connectivity between the harbor area and Kona.

This project should have the chance to exemplify many of the best
practices for renewable resources, energy and smart growth principles and
thus provide what we need, a better model for future development.

Sincerely,

Sara Peck
PO Box 56
Holuaioa HI 96725

322-2266=ph

Comm.
