NACo Reports <br /> Under NACo reports, there was a discussion whether the NACo dues increase <br /> provided fora 2.8% per year increase in perpetuity or if there would be a <br /> reevaluation after the next census in the year 2000. President Mansho will send a <br /> letter to the NACo President requesting confirmation and clarification on the <br /> boards policy. <br /> D. WIR Reports <br /> It was reported that Secretazy-Treasurer Al Smith will be attending the next WIR <br /> Board Meeting on October 8 - 11, 1997, in Santa Fe, New Mexico in place of <br /> HSAC President Rene Mansho. It was noted that each boazd member is allowed <br /> to attend three Board Meetings at HSAC's expense. If the WIR Board Member <br /> does not complete the three budgeted trips scheduled for this yeaz, HSAC should <br /> consider reimbursing Hawaii County for the Secretazy-Treasurer's trip to the fall <br /> board. <br /> V. UNFINISHED BUSINESS <br /> A. United States Air Rights Negotiations <br /> The purpose of this item is to act on HSAC's proposal to support Honolulu <br /> Council Resolution 97-126, CD1, urging the United States Department of <br /> Transportation to recognize Hawaii's geographic constraints during air rights <br /> negotiations. <br /> The counties of Hawaii, Kauai, and Oahu reported adoption and support of this <br /> matter. With action still pending with the County of Maui, this matter was <br /> deferred. <br /> . , <br /> <br />
