However, I have
spent a great deal of time talking to mcmbcrn of the local boating (recreati.onal. and
commiercial) community and the Native, Hawai. j.an Comrnunity, ;Cl}y general. Cunsensus is that
this developmont, aoz being proposed by Jacoby at the present time, is definitely NOT in
the boot i.nteresL of Lhe community.
My husband, Bill, and I bought, Captain Zodiac 3 years ago, and we were not
present- at the 2003 mootingn w'i.rh Je,coby and the Land Board. liowcvcr, inc.l.udi.ng the
9/23/Ob Land Board meeting, we have been prenrnt at .novnrnl rornndl. presenLatlons by
Jacoby, thoi.r PR b'i.rm, Current Events, and David Tarnas. We aCtually were contacted by
Current Events and had a ono on one meeting with !toss Wilson, David Tarnas, and Jacoby's
Vice Pranident, Hilburn Hillestad, V.P. of Environment:,l Airyj.fy for Jacoby. We are being
"courted" yl+ a desirable marine oriented tourist husinonn, for Lheir new marina
dcvol.opment.
No one can deny Lhat our existing small boat harbor is lacking in many ways. It
is subrtandard in size and maintenance by the ;tnrc. F.ven with hundreds of thousands of
Commercial
dollar;, Cho L. the ULNR rcccivcs cash month from the 32 gross rercipts of all
boat operators, not one di.nie is puL into the upkeep of our local facilities. Instead, the
hard-earned money seems to disappear into the "black hole" of the general funds in
Honolulu. The public boat ramp at. Honokohau is in a deplorable state, overcrowded grid
needs maintenance, there in, a waiting list for boat slipn, (there are boats for sale, but
no place to put them), and even the docks used by the paying year-round Lenants of
Gantry': become unavailable when vi.ni.ti.ng boar.,, from other islands come and pay Contry'.n, a
ra;rnporary fee for overnight ntriyr.,. With this said, one would think that t, "new marina"
would be a groat: nol uL i.on. The truth is that there arr. many "red flags" about the proposed
marina. Thn firnt bei.nq that the marina, per the Jacoby plan, offers NOTHING to 85'6 of the
local. boating community - rocreati.onal or commercial. S.incc thr: majority of budLers
trailcr their vesse).:A, Lhe Jacoby plan doors. NOT include a boat ramp, a parking lor for
vehiclen and trailers, stacked .ntoragc, and sufficient marine support. The n~Bw marina, per
the DLNR stipulations to Jacoby, will. have SOO boat slips, accommodating vessr:1s 25-30 Lt.
in length. That, in itself, in r-i.d.i.culous. 'l'oo many boar slipo. (compare this to the two
hundred some-odd boat slaps in Honokohau) and too rmal.l. a length (most people with a 25-30
foot boat would use a trailer). This "lagoon" would be accessed by the .name tiny harbor
onl:rance as Honokohau, would u.e the same fuel dock, and tax all.. 6be. existing resources of
Honokohau. Honokohau i, the only haul-out for thre.C islands. So what we have, in in
essence., o S-.star intercoastal Florida-type marina, sitting next to ,i Glum of a harbor.
The "have" and the. "have-nots", 'Phu 2 sidcn, of the tracks - the existing, declining bodL
harbor for locals, and thv new deluxe marina for.... who exactly? Oh, I forgoL. the most
important factor about this development - the 1.000 "Lime-share" units and rho 600 room
remort hotel. it is this fractional housing that is the cog turning Lhe entire Jacoby
wheel. They need a marina in order to make thoir t.i.me-shares "ocean front", because they
must build on n set-back of several hundred yards from the coastline.
Mr.Hillestad told Bill and me directly, that our kind of business was what they
ware Cord .ie. the marina, bccaune our tours would be bringing through potential buyers for
their time-share units. Thal is their bottom line,
;o, 1eL's talk about the culLural aspect of the Land. They were very Smart and
sneaky whin they brought in NaLlve. Hawaiian con,ul,LdnIts from the Ili..l.o Side Lo question
local families 3 years ago about the cultural valua of the land. Thcy never said that the
land was to be dnve.loped fur a time-shard r,e:::vrt. Instead, the. qurvatl.o«s were vague, ..nd
therefore, what wan accomplished war, that I,his is now being pro;:nnted as testimony that
the Native Hawaiian Coirmnunity has given the "green light" to this project. Totally false.
Uh, they aro planning a small canoe club landing innidc the project - that will cover
cultural needs.
Environment.,illy, Jacoby, with dncade9 of strip mall and shopping center
1
Comm.
