<br /> spent a great deal of time talking to mcmbcrn of the local boating (recreati.onal. and
<br /> commiercial) community and the Native, Hawai. j.an Comrnunity, ;Cl}y general. Cunsensus is that
<br /> this developmont, aoz being proposed by Jacoby at the present time, is definitely NOT in
<br /> the boot i.nteresL of Lhe community.

<br /> "courted" yl+ a desirable marine oriented tourist husinonn, for Lheir new marina
<br /> dcvol.opment.
<br /> No one can deny Lhat our existing small boat harbor is lacking in many ways. It
<br /> is subrtandard in size and maintenance by the ;tnrc. F.ven with hundreds of thousands of

<br /> dollar;, Cho L. the ULNR rcccivcs cash month from the 32 gross rercipts of all
<br /> boat operators, not one di.nie is puL into the upkeep of our local facilities. Instead, the
<br /> hard-earned money seems to disappear into the "black hole" of the general funds in
<br /> Honolulu. The public boat ramp at. Honokohau is in a deplorable state, overcrowded grid
<br /> needs maintenance, there in, a waiting list for boat slipn, (there are boats for sale, but
<br /> no place to put them), and even the docks used by the paying year-round Lenants of
<br /> Gantry': become unavailable when vi.ni.ti.ng boar.,, from other islands come and pay Contry'.n, a
<br /> ra;rnporary fee for overnight ntriyr.,. With this said, one would think that t, "new marina"
<br /> would be a groat: nol uL i.on. The truth is that there arr. many "red flags" about the proposed

<br /> important factor about this development - the 1.000 "Lime-share" units and rho 600 room
<br /> remort hotel. it is this fractional housing that is the cog turning Lhe entire Jacoby
<br /> wheel. They need a marina in order to make thoir t.i.me-shares "ocean front", because they
<br /> must build on n set-back of several hundred yards from the coastline.
<br /> Mr.Hillestad told Bill and me directly, that our kind of business was what they
<br /> ware Cord .ie. the marina, bccaune our tours would be bringing through potential buyers for
<br /> their time-share units. Thal is their bottom line,
<br /> ;o, 1eL's talk about the culLural aspect of the Land. They were very Smart and
