CU <br /> <br /> Subject: Resolution No. 383 06 <br /> <br /> <br /> RE: Hawaii County Council Committee on Planning at the County Council offices in Hilo at 1:30 <br /> pm on Tuesday, July 18,2006. <br /> Aloha, <br /> <br /> I am writing in support of Resolution No. 383 06, directing the Planning Director to conduct a <br /> study to determine the feasibility of amending the General Plan and the General Plan Land Use <br /> Pattern Allocation Guide map to include Open, Resort, and Urban Expansion area designation <br /> within Kona Kai Ola's project in Kona. Resort use is a vital component in creating a mixed-use <br /> development and benefits residents by providing shared access while maintaining a high <br /> standard of maintenance and protection of coastal resources. <br /> It is my understanding that under the 1989 General Plan, the Land Use Planning Allocation <br /> Guide ("LUPAG") Map originally designated the lands within the Kona Kai Ola project as Urban <br /> Expansion, Resort, and Open areas. It is also my understanding that in February 2005, the <br /> General Plan and LUPAG designations were amended, deleting the Resort designation for the <br /> Department of Hawaiian Home Lands (DHHL) portion and deleting the Urban Expansions and <br /> Resort designations for the Department of Land and Natural Resources (DLNR) State parcel. I <br /> know these are difficult issues that require careful consideration but it is my understanding the <br /> County of Hawaii was aware of the existing DHHL lease and pending Board of Land and Natural <br /> Resources agreement for the development of the Kona Kai Ola project. Therefore, I <br /> recommend feasibility be studied to designated the lands within the Kona Kai Ola project as <br /> Urban Expansion, Resort, and Open areas once again. <br /> I have had the opportunity to discuss this General Plan amendment with Jacoby Development <br /> and I believe their intent to create a waterfront commercial village is in the best interest of <br /> local residents, Hawaii County, and the State of Hawaii. I look forward to enjoying the wide <br /> range of proposed facilities and believe the Honokohau Harbor area is an ideal <br /> location for an energy efficient, environmentally sound and culturally sensitive mixed use <br /> development. <br /> Ho'omaika'i & Aloha, <br /> David K.
