Box 906 <br /> <br /> Kealakekua, Hawai'i 96750 <br /> Testimony Resolution 383-06 <br /> <br /> Aloha mai a Chairman Pilago and Committee Members, <br /> <br /> I have been a resident in Kona for 30 years and during <br /> that time, I have witnessed a general lack of <br /> overall planning for the future development of North <br /> and South Kona. <br /> The lands south of the Harbor including Alula and <br /> surrounding wetlands, are the lands of ocean access <br /> for the Hawaiian Homes Lands. <br /> It seems significant to carefully develop this area. <br /> Finally there is a process afoot in Kona to bring the <br /> community into the planning of its future. The Kona <br /> Community Development Plan was a brilliant idea whose <br /> time has come. I am pleased that the County Council <br /> of Hawaii Island choose to support this type of <br /> community involvement and committed funds and a <br /> careful choice of leaders to insure that the job would <br /> be done properly. <br /> I am on one of the working groups and know how <br /> meaningful this process has become to the community. <br /> In light of Councilman Pilago's Resolution for a "time <br /> out" which was passed by this committee a short while <br /> ago, it seems only right to hold off on further plans <br /> for this area until the community can decide what is <br /> the best course of action for Kealakeke Makai. <br /> This area cannot support another 3,000 to 4,000 cars <br /> and occupied rooms and residences in this area. <br /> Although the developer plans to build a parallel road <br /> which will hook up with Kuakini at the old airport, <br /> then what? All those cars are now in the center of <br /> town? This is not an acceptable alternative. <br /> Before anything is decided or acted upon in this area, <br /> a full environmental impact statement must be prepared <br /> with full community comment. This is a culturally and <br /> environmentally sensitive area which should be <br /> developed in the highest and best way for the <br /> Hawaiians and the Community. <br /> Thank you for this opportunity to testify.
