TESTIMONY REGARDING BILL 308-06

Before the Hawaii County Planning Committee
July 18, 2006

Mr. Chairman and Committee members, good afternoon and aloha. I'm here to voice my
personal support for Bill 308, which would place the issue of whether we should have
two Planning Commissions, one for the East side and one for the West side, on the ballot
this November.

There have been many pros and cons voiced, some with merit and others without, but I'll
not argue the wisdom, or lack thereof, of having two Planning Commissions today. That
issue is, after all, for the people, not you, to decide. And that is the essence of our
democracy.

Those of you who may choose to vote against this resolution will have, in effect, decided
the issue yourself and prevented the people from voicing their views. Have you so little
faith in our ability to make an intelligent decision? If so, admit it and vote no. But if you,
like me, believe that the voters of this island have the ability to evaluate the pros and cons
and make an intelligent, reasoned decision, you must vote yes and allow them that
opportunity.

Thanbk you. I'll be happy to answer any questions.

Joel E. Gimpel
73-4686 Hina Lani Street
Kailua-Kona, HI 96740
