Kealakehe, North Kona District Kona Kai Ola <br /> Island of Hawaii Environmental Impact Statement Preparation Notice <br /> b <br /> ? an extension across the project site and the adjacent Queen Liliuokalani parcel to <br /> connect with the existing road network mauka of the Old Kona Airport State Park, <br /> subject however, to satisfactory agreement being reached between JDI and Queen <br /> Liliuokalani Trust. <br /> r In exchange, JDI will be allowed to develop a project with land uses including <br /> retail/restaurant, resort hotels and timeshare units, light industrial/marine uses, open <br /> space, public access, and recreational water features. <br /> <br /> r <br /> The DLNR and DHHL agreements with JDI prohibit permanent residential development <br /> for use as primary residences as well as the transfer of ownership of land. The <br /> commercial and timeshare features will be based on long-term leases. Per these <br /> rr agreements, State property is not being sold to a private developer for this project. <br /> 1.4.Proposed Project <br /> The Kona Kai Ola Master Plan proposes amixed-use and community-focused marina and <br /> resort village as shown in Figure D. This project would be built in phases over an <br /> estimated fourteen-year period. Project components include the following: <br /> w. ? Marina: The focal point of the proposed project is a 45-acre marina. The marina <br /> is anticipated to meet an increasing public demand for boat facilities on the west <br /> side of the Island of Hawaii. The agreements stipulate a minimum expansion of <br /> _ the harbor by 800 boat slips with a minimum size of 45 acres. <br /> ? Ocean Recreation and Cultural Emphasis: Kona Kai Ola has a strong ocean and <br /> cultural orientation and these themes will be reflected in several design features. <br /> A marine science center is proposed along with public access, public water <br /> features, community gathering areas, a yacht club, a big game fishing club, and a <br /> possible canoe park. . <br /> ? Marina Support: To support the marina and its activities, approximately eight <br /> acres are proposed for marina industrial uses such as boat repair, launching, <br /> storage, rental, sanding/paint station, and fueling. <br /> ? Open Space: In keeping with the ocean and recreation orientation, the project will <br /> feature approximately 136 acres of developer-initiated greenspace, open space, <br /> public spaces and view corridors. The project will also feature a 400-foot <br /> r development setback from the shoreline, as illustrated in Figure E. <br /> ? Hotels: Kona Kai Ola includes hotels that are expected to meet a wide range of <br /> r resort demand, and thus optimize economic benefits. Hotel units in conjunction <br /> with a commercial village are proposed. The preliminary hotel unit count ranges <br /> between 670 and 770 units.
