y,~~V Os y,4 <br /> O <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> : <br /> h O~~M~~ <br /> RESOLUTION NO. 402 ©6 <br /> Draft 3 <br /> <br /> A RESOLUTION AMENDING RESOLUTION N0.99-05, RULES OF PROCEDURE <br /> <br /> AND ORGANIZATION OF THE COUNCIL OF THE COUNTY OF HAWAII, <br /> RELATING TO MEETINGS. <br /> WHEREAS, on December 6, 2004, Resolution No. 4-04, Rules of Procedure of the <br /> Council of the County of Hawaii governing the affairs of the Council, was adopted; and <br /> WHEREAS, to clarify and strengthen its organizational structure, expand authority of <br /> Council Members for greater responsibility, accountability, empowerment and flexibility in its <br /> day-to-day operations, Resolution No. 99-OS was thereafter adopted; and <br /> WHEREAS, Rules of Procedure and Organization of the Council of the County of <br /> Hawaii, Rule No. 2, Meetings, sets forth the various kinds of meetings the council may hold, <br /> outlines scheduling requirements and provides public notice guidelines; and <br /> WHEREAS, Rule No. 2, paragraph 1, Regular Meetings, provides, among other things, <br /> that the Council shall meet at least quarterly in the judicial districts of North Kona or South <br /> Kona; and <br /> WHEREAS, due to rapid growth and development occurring in West Hawaii and <br /> resulting impacts upon the quality of life, citizens residing in the districts of Ka`u, South Kona, <br /> North Kona, Waikoloa, Kohala and Waimea, have expressed a strong desire for increased <br /> constituent participation, citizen involvement and commitment to the democratic processes of <br /> county council meetings; and <br /> WHEREAS, public opinion reminds us that effective debate, resulting in positive <br /> decision-making, requires personal interaction among decision-makers and citizenry who will <br /> ultimately be impacted by such decisions; and <br /> WHEREAS, an equal amount of county council meetings between East and West <br /> Hawaii will ensure all citizens fair and equitable access to government by Democracy and <br /> allows fair opportunity for public input, participation, discussion, debate and resolution of issues <br /> that impact quality of life; and <br /> <br />
