TO: Hawaii County Council Members
FROM: Lois-ellin Datta
PO Box 326
Captain Cook, Hawaii
DATE: July 27, 2006
SUBJECT: Committee 964; Bill 309
An Ordinance Amending the Hawaii County General Plan
Action Requested: I am writing to support the DELETION of the F-2 change.
This F-2 change would revise the County Land Use Designation on the Pali in Kealakekua. The
change would shift about 100 acres on the Pali from Important Agricultural Lands to Rural.

Reasons: I live in this area and know the traffic patterns, housing patterns, agricultural
patterns reasonably well, and have an appreciation of the culture, history, and life style here.
This is Kona coffee country, historically agricultural and village.

Changing the designation to Rural would open the way to the kind of development that could end
at least two hundred years of post-"discovery" history and many hundreds of years of ancient
Hawaiian life style.
The existence of this life style has been documented by historical experts as well as in the
powerful and ancient oral traditions.

These are not just any old 100 acres. The Pali is an area of unique beauty, in part created by the
sea cliffs and very old land slide. These are very special acres, and should be protected by the
Council. The people to whom I speak, my neighbors and friends, do not want this changed and
hope the Council will stand courageously and delete the F-2 change.
Please delete F-2, and uphold the General Plan mandate to protect Natural Resources, Natural
Beauty, Coastal Resources, and Unique Habitat.
Thank you very much for considering my opinion.
