Angel; Isbell, Virginia <br /> <br /> Subject: The proposed F-2 Amendment of the General Plan should be DELETED. <br /> Importance: High <br /> <br /> To: Councilman Angel Pilago, Planning Committee Chairman and Hawaii County Council <br /> Re: Testimony regarding General Plan amendment, Interim amendment F-2, Kealakekua Bay <br /> Aloha Committee Chairman Pilago and County Council, <br /> <br /> I am writing to ask that the General Plan Interim Amendment on F-2 be deleted in order to <br /> protect Kealakekua Bay and that area's Marine Life Conservation District. This amendment would open the door to <br /> rezoning and sub-dividing of lots, enabling applications for density o1% acre lots instead <br /> of the minimum 2 acres now in effect for these almost 100 acres above the Bay. <br /> If F-2 is enacted, adverse impacts to the bay would result due to higher density development <br /> in this most stunning and precious environment. No methods currently exist to adequately <br /> monitor Non-Point Source Pollution and Cumulative Secondary Impacts of ongoing piecemeal <br /> development. The F-2 Amendment has no provisions for a comprehensive, proactive, integrated <br /> plan to protect Kealakekua Bay. Higher density, non-agricultural development will ensue. <br /> The Hawaii County General Plan mandates protecting our Natural Resources. The coral reef, <br /> water quality, and marine ecosystems deserve the highest protection and are the basis upon <br /> which indigenous people - and all residents of Hawaii - depend for sustenance and a decent <br /> quality of life.
