No. 402-06 <br /> PLACE: Council Chambers <br /> TIME: 9:05 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 402-06, reports as follows: <br /> Resolution No. 402-06, transmitted by Council Member K. Angel Pilago, via Communication <br /> No. 959, dated June 1, 2006, amends Resolution No. 99-05, the Rules of Procedure and <br /> Organization of the Council of the County of Hawaii, relating to meetings. <br /> The purpose of this amendment is to provide that the County Council shall hold regulaz meetings <br /> in East Hawaii on odd-numbered months (January, March, May, July, September and <br /> <br /> November) and, shall hold regular meetings in West Hawaii on even-numbered months <br /> (February, April, June, August, October and December). <br /> This Resolution is due to rapid growth and development occurring in West Hawaii and resulting <br /> impacts upon the quality of life, citizens residing in the districts of Ka`u, South Kona, North <br /> Kona, Waikoloa, Kohala and Waimea, have expressed a strong desire for increased constituent <br /> pazticipation, citizen involvement and commitment to the democratic processes of county council <br /> meetings. <br /> Your Committee heard testimony in favor to this measure. <br /> Some members of Your Committee were concerned over the cost of having the meeting in West <br /> Hawaii and also that when the meetings aze held in West Hawaii, videoconferencing is unable <br /> for East Hawaii. <br /> Your Committee on Finance is in accord with the purpose and intent of Resolution No. 402-06 <br /> and recommends its adoption. <br /> smc <br /> Hues noes nee ex Respectfully submitted, <br /> ARAKAKI X <br /> HICA x COMMITTEE ON FINANCE <br /> HOFFMANN X <br /> HOLSCHUH X <br /> IKEDA X <br /> ISBELL X <br /> aACOSSON x VIRG IA ISBELL, CHAIR <br /> PILAGO X FC REPORT NO. 312 <br /> SAFARIK X ADOPTED: AUG <br /> ~ <br /> ~ ~Q~~ <br /> <br />
