REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> <br /> DATE: July 18, 2006 Re: Comm. No. 979/Res. No. 409-06 <br /> PLACE: Council Chambers <br /> TIME: 8:30 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 409-06, reports as follows: <br /> Resolution No. 409-06, transmitted by Council Vice Chair Virginia Isbell, via Communication <br /> No. 979, dated July 3, 2006, directs the Clerk of the County of Hawaii to take necessary action <br /> to place the charter amendment proposed by Ordinance No. 06-95 on the 2006 General Election <br /> Ballot. <br /> The proposed measure relates to Ordinance No. 06-95, which proposes an amendment to the <br /> Hawaii County Charter proposed by Ordinance No 06-95, to change the title of the County's <br /> fire department from "Fire Depaztment" to "Hawai`i Fire Department," as the official title of the <br /> department. <br /> The proposed resolution is required by Section 15-2, Article XV, Hawai`i County Charter, <br /> entitled, "CHARTER AMENDMENT OR REVISION" relating to the Fire Department. <br /> Also, the proposed measure directs the Clerk of the County of Hawaii to take all necessary steps <br /> provided for in all applicable provisions of the Hawaii County Charter and the Hawaii Revised <br /> Statutes, within the prescribed time limits, for placing the Charter amendment proposed by <br /> Ordinance No. 06-95 on the 2006 General Election ballot for approval by the voters of the <br /> County. <br /> It also states that those actions include but not be limited to submission of the ballot question to <br /> Dwayne D. Yoshina, Chief Election Officer of the State of Hawaii, prior to 4:30 p.m., <br /> September 8, 2006, pursuant to Section 11-119(b), Hawaii Revised Statutes, and publication of <br /> the full text of the Charter amendment proposed by Ordinance No. 06-95 in the Hawaii Tribune <br /> Herald and the West Hawaii Today, two newspapers of general circulation in the County, prior <br /> to Saturday, September 23, 2006, the forty-fifth day prior to the 2006 General Election, pursuant <br /> to Section 15-2, Hawaii County Charter. <br /> Pursuant to Section 15-1, Article XV, Hawai`i County Charter, an ordinance proposing a Chazter <br /> amendment be adopted after three readings on sepazate days and passed by the affirmative vote <br /> oftwo-thirds of the entire membership of the Hawaii County Council. <br /> FC REPORT NO. 314 <br /> <br />
