Condition E: <br /> <br /> "Improvements to the intersection of Wainaku Road and Kulana Kea Road within <br /> the existing rights-of-way, including but not limited to straightening the curve and <br /> flattening the storage area, shall be constructed prior to final subdivision approval, <br /> as required by the [Planning ireciar] Department of Public Works. Howe <br /> by 1. 1 d e net be obtainede the imr efts e an be limited <br /> eenseR4 to the a stii ....igh4s of . 1 <br /> <br /> While some improvements may be required to increase the sight distance, such as cutting <br /> back a bank on the Hilo side of the intersection, I don't believe it fair or reasonable to <br /> have the applicant be entirely responsible for improving this intersection and, more so, <br /> asking him to acquire additional rights-of-way to make this improvement. <br /> Improvements, if any, should be limited to the existing rights-of-way. The current <br /> language requires extraordinary discretionary improvements for a project that will be <br /> reduced from 25 to 10 lots. Please also note that no improvements were required for a S- <br /> lot rezoning project (Kulana Kea, LLC) located directly across of this. <br /> <br /> <br /> <br /> <br /> Comm. No. 33.
