Debina a licensed real estate broker and owner of 809 Hawaii Real Fatale, Inc, and a long tetra <br /> resident of Kona (horn and raised). J am Jim Pescatore and a licensed real estate agent in the state of Hawaii. <br /> We are very aware of Ili reasons why Chairman Pilvgo may be proposing this moratorium since we also <br /> "endure" the current horrible traffic conditions that plague this area. <br /> We arc also very aware of the high cost of housing in Kona and propose that the base cause of this is a lack of <br /> inventory of residential properties and the land on which to build them. We are writing h) voice our oppnsi- <br /> tion to Resolution 381-06. <br /> We oppose this resolution on two bases: <br /> 1. Thera is no evidence to suggest that a development moratorium has ever had any positive impact except to <br /> evcalale properly prices even further and thus drive luwrr/middle income 4anvlies even further from facilities <br /> and jobs. Phis olTcol has bean well documuntcd in areas like Santa Barbara, CA, Sante Ce, NM and Boulder, <br /> Colorado where "no growth" laws have done.just this. We know that we are already in the midst of u housing <br /> crisis for the "working homeless" where paid workers have no place to live. As well we believe that the <br /> trickle down ellect of a moratorium on our local economy could be disastrous particularly when it is added to <br /> dic rceenlly reported national economic slowdown. <br /> 2. '['here is no defined "end" hr the CDP process since it. makes little sense to adopt a "Kona" plan until the <br /> remainder of the district plans arc etmmplelyd and integrated into the Hawaii Island General plan as they need <br /> to bc.
