<br /> <br /> <br /> <br /> <br /> <br /> July 19, 2006 <br /> <br /> The Honorable Stacy Higa, Chair <br /> The Honorable Virginia Isbell, Vice-Chair <br /> Members of the Hawaii County Council <br /> 25 Aupuni Street, <br /> Hilo, Hawaii 96720 <br /> <br /> REF: In consideration of Resolution No. 381-06 (Draft 4) <br /> Relating to Postponing Action on Rezoning Applications <br /> In the Districts of North and South Kona until the <br /> North and South Kona Community Development Plan <br /> Is Adopted by Ordinance, Or Until January 1, 2007, Whichever Shall <br /> Occur First <br /> <br /> Honorable Chair Higa, Vice-Chair Isbell and Members of the Hawaii <br /> County Council: <br /> <br /> On behalf of the Hawaii Island Economic Development Board and its 115 <br /> member organizations, we oppose Resolution No. 381-06 (Draft4). <br /> <br /> The needed infrastructure in North and South Kona can be achieved by <br /> working together in public and private partnerships, focusing new <br /> development on the cure to infrastructure issues. By restricting and <br /> placing a moratorium on rezoning applications will further exacerbate <br /> today's problems. There needs to be a concerted effort to act upon the <br /> needed infrastructure. That is/should be a major priority for our <br /> planning department and County Council. <br /> <br /> The Kona Community Development plan process will no doubt <br /> demonstrate the needs for improving infrastructure and when finally <br /> approved and it becomes an ordinance will be at least a year to a year <br /> and a half away. In the meantime if this resolution were to pass, we lose <br /> this valuable time to physically work on improving our infrastructure. <br /> <br /> The answers lie in future development and working out concurrency <br /> issues. <br /> <br /> In addition, seriously addressing public transportation can greatly <br /> improve our quality of life and traffic woes, while the bigger picture is <br /> being solved. <br /> <br /> Respectfully submitted <br /> Mark McGuffie 1 ( <br /> Executive Director 2.1. 3~ <br /> Hawaii Island Economic Development Comm.
