However we do not believe the proposed resolution is the prudent route to <br /> any solution to the on going problems of traffic or affordable housing. <br /> This Council has made great strides with the amendment to Chapter 25 with respect to Affordable <br /> Housing in early 2005. The benefits to the Community are just now starting to manifest <br /> themselves in new projects and responsibilities to developers planning new projects. One of the <br /> key ingredients to making Chapter 25 work is the ability of Affordable developers to sell credits <br /> to offset construction costs. With the potential of no new projects having the responsibility to <br /> provide qualified units there will be less opportunity for Affordable developers to make economic <br /> sense of building new housing. <br /> <br /> Secondly, as all of you are painfully aware, the process to get from conception to construction is <br /> arduous, costly and time consuming. Some affordable projects are just now ready to come before <br /> the County for approval that will get unnecessarily delayed if this action is implemented. <br /> Finally, the business community in general depends on both local and national banks to finance <br /> day to day operations. The passage of this resolution by the Council or continued discussions that <br /> are perceived as anti-business will have detrimental effects on the ability for business to get <br /> favorable financing from institutions because of the perceived additional risk to business. <br /> <br /> Thank you for the opportunity to submit this testimony.
