FILE COPY <br /> PETITIONER'S EXHIBIT N0.42 (revised 5/19/05) <br /> Integrated Natural Cultural Resource Management Plan (INCRMP) <br /> For Palamanui <br /> March 2005 <br /> INTRODUCTION/EXECUTIVE SUMMARY <br /> The Cultural Impact Study which was part of the Final Environmental Impact Statement <br /> <br /> for Palamanui identified the following as valued cultural, historical and natural resources within <br /> the Palamanui Petition Area: <br /> 1) Certain habitation and agricultural features; <br /> 2) Petroglyphs and trail segments; <br /> 3) Lava tube cave habitation features and caves with evidence of water collection <br /> practices; <br /> 4) Botanical resources important to Hawaiian practitioners, including a regenerating <br /> lama forest; and <br /> 5) Land forms and view planes of geographic features important to the Kekaha <br /> region. <br /> While the archaeological study of Dr. Robert Rechtman and the Guttural Impact Study of <br /> Maria Orr found that no one currently appears to be exercising traditional and customary Native <br /> Hawaiian rights on the property (Palamanui petition area), the consultants suggested specific <br /> measures for protection and management of these resources. This is consistent with reports in <br /> the Final Environmental Impact Statement and by petition reviewers. Petitioner Hiluhilu <br /> Development, LLC believes that the valued and important cultural places and resources identirfied <br /> above should be protected and managed. The resources and site features help to illustrate how <br /> earlier Hawaiian inhabitants adapted to this relatively harsh-looking lava environment. <br /> Without some preservation, protection and management, urbanization and total <br /> conversion of the property into contemporary residential and mixed use, these places and <br /> resources could be lost. <br /> hiluhilutrulassW]CRMPEx42 rev051905final 1 <br /> <br />
