These lands represent a portion of the lands that <br /> are the subject of the afore-referenced Resolution. DLNR strongly supports the Resolution and the proposed <br /> amendments to the County of Hawaii General Plan. <br /> DLNR has entered into a development agreement with Jacoby Development, Inc. ("JDP'), which allows JDI to <br /> pursue the development of a master-planned, mixed-use project called Kona Kai 01a. Kona Kai Ola is to be <br /> developed on DLNR lands and an adjacent 200-acre parcel leased by JDI from the Department of Hawaiian <br /> Homelands. The development agreement between DLNR and JDI is the result of an extensive Request for <br /> Proposals process and subsequent negotiations with JDI. The successful development of Kona Kai Ola would <br /> provide the State and County of Hawaii with much needed public facilities and infrastructure, including <br /> recreational boating facilities, roadways, and utility infrastructure. It would also generate substantial revenues <br /> to the State and County, including lease rent and real property tax revenues. <br /> The amendments to the General Plan proposed in the Resolution include the restoration of resort nodes that were <br /> previously deleted from the General Plan. The proposed resort designations are necessary to the development of <br /> the Kona Kai Ola project because development of the resort and timeshare facilities is necessary to fund and <br /> facilitate the construction of the various public facilities and infrastructure. <br /> Thank you for this oppo unity to testify on this matter. <br /> 0 <br /> P TER T.
