Higa, Chairman and - ' <br /> Hawaii County Council Members <br /> 25 Aupuni Street, Suite 209 <br /> Hilo, Hawaii 96720 <br /> J <br /> RE: Support Of Bill 300 (Alcohol Use In County Parks) <br /> The Department of Parks and Recreation submits this letter in support of Bill 300, which amends Chapter <br /> 14 of the Hawaii County Code to allow alcohol by permit only during the hours of 12:00 pm to 10:00 pm <br /> at designated community park facilities. No alcohol would be allowed at any other facilities at any time, <br /> including no alcohol at any county beach parks. <br /> We are in support of the amendment because it will help to: <br /> 1. Improve Police enforcement by eliminating the current 4 cumbersome categories which are <br /> inconsistent in times, facilities, and permitting <br /> 2. Curtail threats and harassment to Park Patrons, Park employees, Water Safety Officers and Police <br /> officers who must report and respond to public complaints when intoxicated persons become a <br /> public nuisance. <br /> 3. Provide a safer work environment for Water Safety Officers who must be able to do their jobs <br /> effectively and efficiently to save lives in the water and on our beaches every day, and are <br /> hampered by intoxicated park patrons. <br /> 4. Curtail the public disturbance and desecration of property which coincides with excessive <br /> consumption of alcohol in public parks. <br /> 5. Eliminate broken glass and additional rubbish that make parks unsafe and unpleasant for children <br /> and all park users. <br /> 6. Reduce public places where people consume alcohol and then drive to other destinations while <br /> intoxicated. <br /> 7.
