Higa, Chair <br /> and Members of the County Council % <br /> HAWAI'I COUNTY COUNCIL <br /> 25 Aupum Street <br /> Hilo, HI 96720 <br /> <br /> Dear Chair Higa and Members of the County Council: <br /> <br /> SUBJECT: GENERAL PLAN BILL 309 <br /> <br /> At the Council's Planning Committee meetings on July 31 and August 1, I suggested that <br /> if the Council approved the proposed General Plan amendment deleting the "Annual <br /> Report" currently required by sec. 15.3 of the General Plan, I would propose an annual <br /> report to the Council by the Planning Director more closely related to land use issues. <br /> <br /> This letter is meant to give more substance to that proposal, <br /> <br /> I would suggest that the Planning Department be required by Council resolution to give <br /> an annual report of land use changes on the island, and that this report would be put on <br /> the Council Planning Committee agenda for discussion. The annual report would <br /> summarize, for the past year: <br /> <br /> • Rezoning actions <br /> <br /> • State land use boundary amendments <br /> <br /> • General Plan amendments <br /> <br /> • Special permits, use permits, and SMA permits granted by the Planning <br /> Commission e <br /> Comm.
