<br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> As we have noted in previous testimony on other proposed policies, it is critical that a comprehensive review be <br /> conducted of both the stimulus (i.e. growth management) and response (i.e. the tools available that have <br /> allowed other jurisdictions to successfully manage growth and its related issues). It is equally important that <br /> such a review be followed by commitment and discipline to fund and construct necessary infrastructure. <br /> HLPC is also concerned that the proposed exemption for affordable housing projects is too narrow. At <br /> 100% it creates exclusionary rather than inclusionarv housing and at only up to 120% of median, will <br /> further exacerbate the gap faced by our workforce. <br /> As always, the Hawaii Leeward Planning Conference has and will continue to seek opportunities to partner with <br /> the Council and others to identify tools such as tax increment financing and improvement districts for <br /> consideration and where appropriate, implementation, to best ensure sound planning, wise use of resources, <br /> effective government process, and long-term benefits for our community. <br /> Thank you for the opportunity to express our views on this matter. <br /> <br /> Respectfully submitted, <br /> <br /> 1.4w &N.- <br /> <br /> Jacqui L.
