<br /> <br /> <br /> <br /> HLPC recognizes the need to address current infrastructure deficiencies and contends that although well- <br /> intended, in fact unless comprehensively thought through and implemented, that "Concurrency" requirements <br /> often inadvertently exacerbate the very challenges facing the community such as infrastructure, fire/rescue <br /> response time, schools and other public facilities. As we have noted in previous testimony on other proposed <br /> policies, it is critical that a comprehensive review be conducted of both the stimulus (i.e. growth management), <br /> and response (i.e. the tools available that have allowed other jurisdictions to successfully manage growth and its <br /> related issues). It is equally important that such a review be followed by commitment and discipline to fund and <br /> construct necessary infrastructure. <br /> HLPC is also concerned that the proposed exemption for affordable housing projects is too narrow. At <br /> 100% it creates exclusionary rather than inclusionary housing and at only up to 120% of median, will <br /> further exacerbate the gap faced by our workforce. <br /> HLPC has and will continue to seek opportunities to work with the County and others to identify financing <br /> options including and not limited to, tax increment financing and improvement districts, for consideration and <br /> where appropriate, implementation to provide the funding needed to best ensure sound planning, wise use of <br /> resources, effective government process, and long-term benefits for our community. <br /> Thank you for the opportunity to express our views on this matter. <br /> Respectfully submitted, <br /> <br /> <br /> 14w <br /> <br /> Jacqui L.
