tvw„~ <br /> l <br /> -~y• <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> {~~O~~M~ <br /> RESOLUTION NO. <br /> <br /> RESOLUTION CREATING TWO CLERK III POSITIONS FOR THE OFFICE OF THE <br /> COUNTY CLERK <br /> WHEREAS, the Office of the County Clerk-Council Services and Committee Services <br /> sections have experienced a steady increase in the amount of transcription, publication and <br /> agenda deadlines, mandatory requirements and archiving work to support the Council and its <br /> Committees; and <br /> WHEREAS, the amount of work has created a backlog of work to be completed with <br /> minimal increase in staff to assist with the duties; and <br /> WHEREAS, the Office of the County Clerk-Council Services and Committee Services <br /> sections must also expand to accommodate the Council's approval of Resolution Number 402, <br /> Draft 4, which amends the Rules of Procedures of the Council and provides that the Council <br /> shall hold an equal number of meetings in East Hawaii and in West Hawaii; and <br /> WHEREAS, the two Clerk III, SR-10, position will provide for the expansion of services <br /> due to the increase of the number of meetings held in West Hawaii to aid in the anticipated <br /> increased work level, and to assist in the backlog of work; and <br /> WHEREAS, Article III, Section 3-6(b)(6) of the Hawaii County Charter (2000) states <br /> that County Clerk shall "Appoint necessary staff for which appropriations have been make by the <br /> council, subject to civil service laws and classifications, and exercise the same power with <br /> respect to the personnel of the clerk's office as the department heads in the executive branch"; <br /> and <br /> WHEREAS, Section 46-32 of the Hawaii Revised Statutes (1993 Replacement) states <br /> that the Council has the power to "appoint and employ personnel as it deems necessary and <br /> prescribe their powers, duties and compensation." <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY <br /> OF HAWAII that two (2) Clerk III, SR-10, positions be created in the Hawaii County Office <br /> of the County Clerk-Council. <br /> BE IT FURTHER RESOLVED that there are sufficient funds in the Clerk-Council Svc <br /> S&W Section's Regular Salary and Wages account (010.101.5101.01). <br /> <br />
