REPORT OF THE <br /> COMMITTEE ON PUBLIC WORKS AND <br /> INTERGOVERNMENTAL RELATIONS <br /> DATE: September 6, 2006 RE: Comm. No. 1034/Reso No. 438-06 <br /> <br /> PLACE: Council Chambers <br /> <br /> TIME: 12:10 p.m. <br /> <br /> Council Chair and Members <br /> <br /> Hawaii County Council <br /> <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works and Intergovernmental Relations, to which was referred <br /> <br /> Resolution No. 438-06, reports as follows: <br /> Resolution No. 438-06, transmitted by Hawaii County Council Member Bob Jacobson, via <br /> Communication No1034, dated July 31, 2006, demonstrates the desire of the Hawaii County <br /> Council to support efforts that address the prevention of the continued introduction of alien species <br /> <br /> to Hawaii. <br /> There was no testimony from the public regarding the proposed resolution. <br /> During the discussion of this resolution, your Committee agreed that ending the continued <br /> introduction of alien species to Hawaii is crucial for the overall health of our economy, <br /> environment and native species of flora and fauna. Some Committee Members expressed concern <br /> that copies of H.R. 3468 ("the Hawaii Invasive Species Prevention Act") was not provided for <br /> their edification. <br /> Committee Members agreed that more care and vigilance must be exercised before products are <br /> allowed to enter Hawaii. Committee Members also agreed that the State legislature must "get on <br /> the ball" and enact stricter controls. <br /> Committee Member Virgina Isbell requested a friendly amendment. Ms. Isbell requested that the <br /> Honorable Robert Bunda, Senate President, State of Hawaii, the Honorable Calvin K.Y. Say, <br /> Speaker of the House, State of Hawaii, the Honorable Donovan Dela Cruz, Chair, Honolulu City <br /> Council, the Honorable Bill "Kaipo" Asing, Chair, Kauai County Council, and the Honorable G. <br /> Riki Hokama, Chair, Maui County Council receive certified copies of the resolution. Committee <br /> Member Stacy Higa requested a second friendly amendment, to include the Honorable Mufi <br /> Hannemann, Mayor, City and County of Honolulu, the Honorable Bryan J. Baptiste, Mayor, <br /> County of Kauai, and the Honorable Alan M. Arakawa, Mayor, County of Maui, among those who <br /> will receive certified copies of the resolution. <br /> <br />
