BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> <br /> Council Vice Chair Virginia Isbell has proposed to transfer $4,000 from Council's Contingency Relief Fund to <br /> the Solid Waste Division for the planting of trees at the old Kealakehe dump site and scrap metal area. The <br /> funds would be awarded to the Kona Outdoor Circle as a grant to plant trees around the scrap metal storage <br /> pile and around the closed landfill.
