December 3, 1997
Hawaii County Council nr~- f ~
25 Aupuni Street " / ' ~
=
Hilo, Hawaii 96720 ~`C9umy CounU~j'""'"'
Ref: RESOLUTION NO. 1Z1-2.2; A RESOLUTION URGING THE STATE
DEPARTMENT OF TRANSPORTATION AIRPORTS DIVISION TO
IMPLEMENT RECOMMENDATIONS AS DELINEATED IN THE
HILO INTERNATIONAL AIRPORT FEDERAL AIR REGULATION
PART 150 NOISE COMPATIBILITY PROGRAM REPORT.
Aloha Councilmembers
[ am Patrick L. Kahawaiola'a, a Native Hawaiian, as defined under the HHCA,
1920, as amended and Director of Aupuni O Hawaii, a Native Hawaiian organization
Advocate for Native Hawaiian members of the HHCA, by application and lessees of
Hawaiian Home lands and am here this morning to support this resolution to urge the
State Airports Division to at least begin to implement those recommendations agreed upon
almost three(3) years ago.
As a product of the Homestead and along-time resident of Parcel 1, Keaukaha,
Hawaiian Home lands, I, at times get very frustrated by the noise of the planes, yet I am a
frequent user of the airlines to visit friends and family on the outside islands and a son on
the West coast. I also recently retired, with a disability, that requires, at times to fly for
medical treatments in Honolulu, so I cannot in good conscience, say eliminate the airlines
altogether, but after reviewing some of the recommendations, Ican support this
resolution, with some reservations.
CONCERNS STUDY; B-2
1. Land exchange with Hawaiian Home lands.
2. Methodology to restrict homes on Hawaiian Home lands to
residential versus agricultural.
It is a pleasure for me to bring this support for this type of resolution, while
beazing in mind that Native Hawaiians in this county aze contining to be subjected to overt
and indiscriminate uses of our trust lands and premises, which may or may not be legal.
Thank you for allowing this Native Hawaiian the opportunity to express his

opinions on this matter and to move pro-actively to make our community a safer and
e bier plat or all. ~ )
r~Y~~~cz- _558.0 6
atrick Le'o Kahawaiola'a ~
r,.® n..
