Form B-52
7/18/91

DEPARTMENT OF FINANCE

REQUEST FOR COUNCIL ACTION

DEPARTMENT: Data Systems Department DATE: 10/09/06

STAFF CONTACT: Clayton Yugawa PHONE: x8400

A. REQUEST:

Request a resolution authorizing the Mayor to enter into an agreement with the State's Wireless Enhanced
911 Board for the appropriation and reimbursement of funds for enhanced 911 services for wireless
communications.

Request a bill for an ordinance to appropriate $350,000 for the County's Wireless E911 system. This will
cover the expenses for the Wireless E911 system being provided and reimbursed by the Wireless Enhanced
911 Board. This equipment will be used by the Police and Fire Dispatch Centers to assist in the location of
the Cellular E911 Calls.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The state has mandated that all Public Safety Answering Positions be able to identify and locate cellular calls
to the E911 Dispatch Centers. The expectation is that all counties, state and Federal E911 locations
subscribe to the same software provider as a means to integrate and interoperate across the islands.

The proposed system will utilize Global Position System tracking (GPS) coordinates and ESRI Mapping
layers to show where the caller is physically located.

This system will also have the Auto Vehicle Locator (AVL) feature, that will allow the Dispatch Centers to
track Emergency vehicles on a real-time basis.
The State's Wireless Enhanced 911 Board will reimburse the County's for the resaonable costs to lease,
purchase, or maintain all necessary equipment, including hardware, software, and data base positioning,
required to provide technical functionality for Wireless E911 services.

SIGNED: DATE: 10 /13/
Depar ment Head
