Higa, Chairman and <br /> Members of the Hawai'i County Council <br /> Hawai'i County Council <br /> 25 Aupuni Street <br /> Hilo, Hawai'i 96720 <br /> <br /> Re: Operating Budget <br /> The State of Hawai'i Department of Defense, State Civil Defense has authorized its FY2006 Homeland <br /> Security Grant Program (HSGP) funding of $1,138,582 for the Hawai'i County Civil Defense Agency. <br /> These program funds, derived from the Department of Homeland Security, are to be used for the <br /> continued development of three (3) programs: 1) State Homeland Security Program (SHSP); 2) Law <br /> Enforcement Terrorism Prevention Program (LETPP); and 3) Citizen Corps Program (CCP). The funds, <br /> being provided to prevent, deter, respond to, and recover from threats and incidents of terrorism, are the <br /> result of congressional funding for the purchase of specialized equipment to enhance the capability of <br /> state and county agencies to prevent and respond to incidents of terrorism but also supports "all hazard" <br /> preparedness initiatives. <br /> Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of Hawai'i <br /> Department of Defense, State Civil Defense for the HSGP funding. <br /> <br /> Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating the funds into <br /> the programs' accounts. <br /> If there are any questions, please do not hesitate to call the Civil Defense Agency. <br /> <br /> <br /> <br /> <br /> 9 WilliamlTakaba <br /> 9 Director of Finance <br /> APPROVED: <br /> <br /> <br /> 3"& <br /> V <br /> Harry Kim <br /> Mayor ' <br /> Comm.
