Oovernmeatal agencies east to aid the people in the formation and <br /> m conduct of public policy. Opening up the governmental processes to public <br /> q scrutiny and paeticipation is the only viable and reasonable method of <br /> PC pro~ct~g public's interest. Therefore, the legislature declarer that it is the <br /> policy of this State that the formation and conduct of public polity -the <br /> ii~~ ~s~Dri°ns, deliberations, dearionr, and action of governmental agencies - <br /> ~ ~ shall be conducted as openly as possible. 1b implement this policy the <br /> ~ legislature declares that: <br /> (1) It is the intent of this pert to protect the people's right to know; <br /> oNi ~ The provision requiring open meetings shall be liberally construed; <br /> ~ (3) The provision providing for ea:e <br /> prior to the open meeting require- <br /> _ meats shall be strictly construed against closed meetings. This part shall not apply to any drance <br /> meeting at which matters relating to official business are not discussed. No <br /> chance meeting or electronic communication shall be used to circumvent the <br /> spirit or requirements of this part to make a decision or to deliberate toward a <br /> decision upon a matter over which the board hat supervision, control, juris- <br /> diction, or advisory power.
