The rationale
for touting the splendid opportunity to enhance economic opportunity for public
benefit is flimsy. Public benefits and destinations to the beneficiaries at best are
circuitous and uncertain.

There is a presumption that a percentage of the project's gross income would
somehow return to the people of Kona. There is no evidence of overwhelming public
desire to support this kind of round about scheme. DLNR lands belong to the people
with unconditional availability for them. This public right should not be entrusted to a
private entity under the guise of generating public income. The notion that the monies
can then be used for public good somewhere else or for something else on the Big
Island is voodoo economics. If it is a public necessity or interest, than let the people
decide by ballot.
Private enrichment from public lands is simply not right. Availability of public lands
for public benefit is right. Do not trade the life of the people of Kona for only the lure
of money.

Sincerely,

Harold Murata
PO Box 1752
Kealakekua, Hawaii 96750

Comm.
