<br /> <br /> <br /> <br /> <br /> <br /> Re: Testimony in favor of Hawaii County Council Bill 309 <br /> <br /> Council members: <br /> <br /> As a lifelong resident of Hawaii, a 20+ year resident of Kona and a <br /> business owner at Honokohau Harbor, I'd like to testify in favor on <br /> County COuncil Bill 309 which proposes appropriate changes to the <br /> Land Use Allocation Guide Map E-4 from Open to Urban Expansion <br /> for the State lands adjacent to Honokohau Harbor. <br /> <br /> These changes are appropriate and necessary because they will <br /> <br /> allow the lands adjacent to Honokohau to be developed into an <br /> expanded marina complex that will positively enhance our <br /> community and provide a important revenue stream for the <br /> Department of Hawaiian Home Lands, the Department of Land and <br /> Natural Resources. <br /> <br /> Moreover, Jacoby Development International is committed to <br /> providing a much needed reliever roadway and several unique <br /> environmental solutions to several of our community's needs, not to <br /> mention a marine science center, new community gathering places, <br /> alternative transportation options for Kona's urban core, and a lot <br /> more. <br /> <br /> JDI is a proven development entity with a very strong <br /> environmental track record that was invited into our community to <br /> try to make the best possible use of nonproductive land resources. <br /> The proposed LUPAG change will allow this project to move forward, <br /> and contribute positively to the future of West Hawaii. <br /> <br /> <br /> Aloha, <br /> Rick Gaffney <br /> 325-5000 <br /> captrick(a)aloha. net <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> Comm. i w. 1(ogA p <br /> Ref.
