Angel; Arakaki, James; <br /> Hoffmann, Pete; Bob and Julie Jacobson r <br /> Subject: Written testimony on F-2 - BILL 309 HEARING <br /> <br /> Written Testimony on Bill 309 - F-2 <br /> to County Council Members meeting on October 24, 2006 in Hilo - t <br /> N <br /> October 23, 2006 <br /> m <br /> Dear Hawaii County Council Members, <br /> c~ <br /> How unfortunate that the promised public hearing on F-2 -Bill 309 is not to be held in Kona - as was <br /> originally proposed and scheduled - to allow the concerned citizens of West Hawaii to easily testify at a <br /> time and place to which they can attend during their free time (this is a working class community!). I <br /> intended to testify at the public hearing scheduled for October 25th at the King Kamehameha Hotel but I <br /> will not try to testify via video conferencing mechanism (I don't want to risk- again- its possible failure), <br /> therefore I am writing to you. <br /> I feel very strongly that it is essential that the Council DELETE the Proposed F-2 Amendment to the <br /> General Plan Land_ Use Pattern LLUPAG Map]. If not, by changing the status of almost 100 acres above <br /> Kealakekua Bay from "Important Agriculture" Land Use Designation to "Rural" Land Use (which <br /> actually means "developable" since "Rural" Land Use can be rezoned to permit 9,000 square foot lots <br /> and commercial use) you would be opening the doors to the creation of a basically suburban subdivision <br /> right above Kealakekua Bay. <br /> <br /> This clearly subverts the goals of preserving agricultural land in South Kona as expressed in the long- <br /> range General Plan [GP] of February 2005. <br /> <br /> We must preserve the unique country environment of both Kealakekua Bay and the S. Kona Agricultural <br /> Lands. Is it not clearly to the advantage of everyone in Hawaii County that the needs of the community <br /> in this case be considered as more important than the desire of an individual landowner? <br /> The Delete F-2 issue is enormously important to West Hawaii citizens. We have been <br /> <br /> made particularly aware of the dangers implicit in development in this area by <br /> the knowledgeable members of the watershed section of the Environmental Quality <br /> Working Group/Committee who have been working on suggestions for revisions of the <br /> County General Plan to safeguard and regulate our watersheds. This group has done <br /> <br /> considerable research on the subject as part of their contribution to the goals/themes <br /> and actions that they are proposing to the experts whom the County Council hired to help <br /> put together a good plan.
