+`VOr N ^'4 <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> h or x~ <br /> RESOLUTION NO. 499 U 6 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT(S). <br /> WHEREAS, the State of Hawaii, Hawaii Tourism Authority has authorized funding, <br /> through its Natural Resources Program, to the Department of Reseazch and Development for the <br /> start of a Waipi`o Park Ranger Pilot Prograzn; and <br /> WHEREAS, with the Waipi`o Valley being a very popular tourist destination, the <br /> County will be using the grant funds to develop, plan and implement a one (1)-yeaz pilot <br /> program to contract rangers to staff the county park at the Waipi`o Scenic Overlook to monitor <br /> commercial and visitor activity, report any illegal activity to law enforcement, serve as <br /> educational resources for the public, enhance the visitor experience, and protect the environment; <br /> and <br /> WHEREAS, the pilot program strives to ensure the safety of all visitors and residents at <br /> Waipi`o Valley, enhance the visitor experience by providing education about the azea's natural <br /> and cultural histories and resources; enhance the reputation of legitimate businesses in the <br /> tourism industry; and enhance the appearance of the County Park located at the Waipi`o Scenic <br /> Overlook; and <br /> WHEREAS, the expected outcomes of this pilot program are 1) an educated resident and <br /> visitor base will protect the natural and cultural resources of the Waipi`o Valley; 2) visitors will <br /> <br /> have an enhanced visit because they will learn about the cultural and natural history of the azea; <br /> and 3) there will be enhanced safety for visitors and resident; and <br /> WHEREAS, Bill 272-06 as passed by the Hawaii County Council appropriated a <br /> $60,000 grant from the State of Hawaii, Hawaii Tourism Authority to the County of Hawaii <br /> <br /> Department of Reseazch and Development to bring the expected outcomes of the Waipi`o Park <br /> Ranger Pilot Program to fruition; and <br /> WHEREAS, residents of Waipi`o Valley and the Kukuihaele area have formed a <br /> steering committee to determine how this ranger program will be implemented and integrated <br /> <br /> into the community; and <br /> WHEREAS, during the course of these meetings, it was determined that additional <br /> <br /> funding would be required to produce signage, brochures and other educational materials to be <br /> <br /> utilized in conjunction with the Waipi`o Pazk Ranger Pilot Program; and <br /> WHEREAS, the Department of Research and Development has concurred with this <br /> <br /> transfer of funds to be utilized for the production of any signage, brochures or other materials <br /> <br /> required to realize the full potential of the Waipi`o Pazk Ranger Pilot Program. <br /> <br />
