Since the Council Planning Committee meeting of October 18, we have made
efforts to contact as many property owners in the immediate area to have them weigh in
on the subject matter. In that regard, please find enclosed the following:
a. A map indicating the boundary of contacted property owners and their
thoughts/position on this issue. Please note that no contacts were made of
property owners whose written position (not via a petition) were already
provided to the Council. These four (4) property owners are noted by the
diagonal lines. There were five (5) property owners who, for one reason or
another, were or could not be contacted. These owners are noted by a circle.
The green shaded area represents nineteen (19) property owners who either
verbally or in their written response expressed either support or were neutral
(neither opposed nor supported). The other twenty-one (21) property owners
who were contacted elected or could not respond were left blank.
b. A sample letter and response request are also enclosed for your information.
You will note that a self-addressed, stamped envelope was also provided to
facilitate and/or encourage a response; and
c. A copy of the questionnaire responses and/or letters of support are also
enclosed.

As you may be aware from earlier correspondences, Mr. Ivan Mochida is
proposing a 24-unit townhouse project on Laukapu Street in the City of Hilo. (The
project was reduced from 36 to 24 units). I am enclosing the proposed location, site, and
elevation plans.
Mr. Mochida's 67,500 square foot property, using the "ohana" provisions of the
Zoning Code, is entitled to 12 units. These units can either be duplexes or single-family
residences. If it were developed as such, for the most part the units would be rented.
Under that basis, Mr. Mochida would not have to make any curb, gutter, and sidewalk
and off-site drainage improvements.
In lieu of exercising that option, Mr. Mochida is proposing 24-townhouse units
which are expected to be sold, for the most part, to owner-occupants. The prices for
these 2 and 3-bedroom units are tentatively expected to range between $300,000 to
$400,000. As part of this process, there would be curb, gutter, and sidewalk
improvements on the west side of Laukapu Street, between Lanikaula and Leilani Streets.
I am a planning consultant assisting Mr. Mochida on this matter. In so doing, I
am interested in hearing your thoughts on this proposal, particularly as you own property
within 300 feet of the proposed project. In that event, please feel free to contact me at

Dear Chair Pilago and members of the Committee:
My family and I own properties in the Waiakea Houselots area. One of these is along
Kalanikoa and Leilani Streets, within a block of Mr. Mochida's proposed townhouse
project. Given its proximity to our properties and as active members of our community,
we do have an understandable interest in the outcome of this project.
There is an extreme shortage of affordable homes. Projects like this help provide
alternative forms of housing. Many can no longer live the traditional American dream of
a single-family residence on a large lot; but we can still help them fulfill the dream of a
home through the creation of smaller lots, condos, townhouses. These types of homes all
provide needed housing alternatives and help strengthen the social fabric of our overall
community.
The Waiakea Houselots area is a good location for such a mixture of homes. At one
point in time, this used to be a vibrant community. However, as families grew older,
many have moved out of this area and chose to either sell or rent their homes. Today,
while there are still homeowners, there are many rentals and increasing commercial and
industrial uses. These changes, if planned well, should help make the Houselots area
more of a cohesive community where people can work and live.
One of the things I would like to see is more home ownership in this area. Projects like
this help achieve that vision. Home ownership creates a greater sense of belonging and
breeds a sense of caring. This is what we need to help make this area function more of as
a community.
At the same time, certain basic infrastructure should be addressed. In this case, the
applicants will be required to construct sidewalks fronting the property. That is good, as
it will make walking a bit safer. Others may say - well, the entire street should have
sidewalks. Yes, it should, but I don't it is fair to make that the sole responsibility of this
applicant. For the most part, most property owners don't want to pay for that cost
fronting their properties for the community good. I think they are doing their share and
more. And maybe we should step up and do our part too, for with or without this project,
the condition will still remain the same.
There have been concerns over drainage. However, it is my understanding that any
additional drainage created by this project will have to be contained on the property.
With the sidewalk and drywells they will have to construct fronting his properties, there
should not be any water ponding on the road fronting the site.
Yes, I am supportive of this project. It is needed for the overall community; it is needed
to help make Waiakea Houselots a more vibrant, stable, and caring community.

1 have been informed that the above property is owned by Mr. Ivan Mochida who
would like to rezone his property for a multifamily use.
I am the owner of a property (729 Hinano Street) adjacent to Mr. Mochida's
property. I am writing to you to support this request. As you know, there is a
tremendous shortage of affordable housing on this island. We would all like to
own a single family dwelling. However, with prices being very high, it is difficult
for younger working families to purchase a single family dwelling on their own lot
For many of these families, the only way they can get into the housing market is
by the purchase and improvement of a multi family dwelling unit Unless prices
fall dramatically, this is the only hope for these young families.
This area is centrally located in the main urban area of Hilo. Although it is very
understandable for some property owners to wish for things to remain unchanged
in the area, the reality is that this area was always very, very, close to industrial
and commercial activity and more and more of these non-residential uses are
being developed.
In summary, this is the kind of rezoning that will help young working families. It
will have an immediate positive impact.
