Department of Finance ("DOF") need to be included in the planning and <br /> implementation process, in order to establish effective notification and <br /> processing. Anew citation form will have to be developed to include early payoff <br /> information. <br /> 6. The need to provide consistency between the State and County definitions of <br /> animal cruelty. <br /> 7. The need to clarify the roles of the Humane Society and other animal care centers. <br /> regarding animal control. <br /> 8. The need to correct fines in the Code that are higher than the amount allowed by <br /> the County Charter <br /> 9. The desirability of escalating fines and penalties. <br /> 10.
