<br /> Communication 766 <br /> Bill 251 <br /> Page 3 of 5 <br /> Daws, County Coordinator for the Salvation Army and Mathew Kilgore, architect for the proposed <br /> Salvation Army facility. <br /> Planning Director Chris Yuen noted a typographical error in Condition S (page 11 of Bill No. 251) and <br /> requested that the stated amount of $96,168.75.00 be corrected to read $96,168.75 and that Bill 251, Drafr <br /> 2 reflect the change. <br /> Stanford Carr of SCD Kona 108, LLC gave a presentation of the proposed Kona Coffee Estates project. <br /> Also present with Mr. Carr was partner Richard Wheelock, Marisa Fufaro, representative of PBR and <br /> Warren Yamamoto of M&E Pacific (available to answer traffic-related questions.) Mr. Carr said that <br /> since 1987 the 108-acre parcel was designated Urban under the State Land Use Designation and was <br /> included in the long-range urban expansion plan for Kona. Mr. Carr stated he recognizes concerns <br /> expressed in public testimony and has reached out into the community, particularly with residents of <br /> Malulani Gardens. Mc Carr plans to build fifty-seven (57) one-acre plus lots to be used for agricultural <br /> purpose and as primary residences. In addition, he is requesting a rezone of an approximately 10-acre <br /> parcel, of which five acres will be set aside for a Salvation Army Center and the remaining five acres <br /> upon which he will build 16 affordable rental or "for sale" units in the range of 80% to 120% of median <br /> income. <br /> [n response to Council Member Fred Holschuh's inquiry regarding details of SCD's involvement and <br /> arrangement with the Salvation Army, Mr. Wheelock stated that the Salvation Army became involved <br /> with a previous developer from Minneapolis in 2002. The Salvation Army requested that a site for their <br /> facility be donated to them however, the developer at that time was unable to do so. Instead, a sale price <br /> of $1.1 million was negotiated, but nothing materialized. Mr. Carr was subsequently convinced to get <br /> involved with this particulaz Kona project and decided to honor the prior agreement between the <br /> Salvation Army and the previous developer. <br /> Council Vice Chair Virginia Isbell expressed concerns regarding proposed construction activities, <br /> referring to an incident whereby flying debris and rocks damaged a home in Malulani Gazdens during the <br /> construction of Lowes. Mr. Carr confirmed that the agreement between the prior developer (Mr. <br /> Whitney), and the Salvation Army was a verbal agreement, however, SCD does have a written agreement <br /> with the Salvation Army. Ms. Isbell stated there's no doubt the Salvation Army really needs and can use <br /> a new facility, but having such a facility shouldn't be contingent upon approval of SCD's application. <br /> She concluded it seemed as though the Salvation Army was being used as a tool in this application. <br /> Council Member Don Ikeda expressed concerns about the single access road into the project, Malulani <br /> Gardens being a gated community and the fact that applicant's road is not a thrn street. Mr. Carr stated <br /> his project will not be gated and could be driven through, but that the short distance between Queen <br /> Ka`ahumanu Highway and Malulani Gazdens entry may present some impediments to the flow of traffic. <br /> He noted Malulani Gardens concerns with the use of the road by construction and delivery vehicles as <br /> well as tractors. Mr. Carr stated their engineers have thought about emergency egress mauka of the SCD <br /> community and are in discussions with adjacent landowners. He said the single access road would come <br /> up on the Malulani Gazden Road to Lowes, continue across and hook into Henry Street. The lower <br /> portion of the SCD property has two accesses but the 1-acre agricultural section currently has only one <br /> access. Mr. Carr said SCD plans to work with the department and other landowners to eventually provide <br /> another access. <br /> Mr. Wheelock stated water is available up to 350-fr elevation and SCD plans to pump water to a tank on <br /> the upper portion of the property to provide water for their project via a private water system.
