No. 492-06 <br /> <br /> PLACE: Council Chambers <br /> <br /> TIME: 9:00 a.m. <br /> <br /> Council Chair and Members <br /> <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 492-06, reports as follows: <br /> Resolution No. 492-06, transmitted jointly with Bill No. 352 by Director of Finance William Takaba, via <br /> Communication No. 1134, dated October 10, 2006, authorizes the receipt and expenditure of state funding <br /> appropriated by the State Legislature pursuant to Act 281, Session Laws of Hawaii 2006, for non-school hour <br /> programs for children and youth. <br /> The State of Hawaii Legislature enacted Act 281, Session Laws of the Hawaii 2006, which appropriated, in part, <br /> $52,000 to the above program. The Legislature had found that there is widespread agreement about the <br /> importance of establishing safe, structured learning environments for children and youth during non-school hours <br /> as statistics show that rates ofjuvenile crime, drug use, and experimentation with tobacco, alcohol and sex <br /> increase when older children are lefr unsupervised. These funds will be used by the Recreation Division of the <br /> Department of Parks and Recreation for Spring Intersession programs in communities where 50% or more of the <br /> school students are eligible for free or reduced lunch and for Tour the Island Sport Clinics and camping trips in <br /> each of the five recreational districts: South Hilo, Hamakua/North Hilo/Rural South Hilo, North/South Kohala, <br /> Kona, and Puna/Ka`u. <br /> Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent of the Council <br /> to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the <br /> powers granted by law to furnish, expend and receive any funds or other assistance in connection with projects <br /> being or to be undertaken pursuant to those powers. <br /> Some members of Your Committee requested the breakdown of each of the districts prior to the next Council <br /> meeting. <br /> Your Committee on Finance is in accord with the purpose and intent of Resolution No. 492-06 and recommends <br /> its adoption. <br /> smc <br /> Hues rvoes a&e ex Respectfully submitted, <br /> ARAKAKI X <br /> HIGA x COMMITTEE ON FINANCE <br /> HOFFMANN X <br /> HOLSCHUH X <br /> IKEDA X ` <br /> Iy_, <br /> ISBELL X <br /> ~ACOSSON X VIR IA ISBELL, CHAIR <br /> rlLACO X FC REPORT NO. 355 <br /> SAFARIK X ADOPTED: N_~V <br /> ~5 <br /> 1~ <br /> <br />
