No. 492-06 <br /> <br /> PLACE: Council Chambers <br /> <br /> TIME: 9:00 a.m. <br /> <br /> Council Chair and Members <br /> <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 492-06, reports as follows: <br /> Resolution No. 492-06, transmitted jointly with Bill No. 352 by Director of Finance William Takaba, via <br /> Communication No. 1134, dated October 10, 2006, authorizes the receipt and expenditure of state funding <br /> appropriated by the State Legislature pursuant to Act 281, Session Laws of Hawaii 2006, for non-school hour <br /> programs for children and youth. <br /> The State of Hawaii Legislature enacted Act 281, Session Laws of the Hawaii 2006, which appropriated, in part, <br /> $52,000 to the above program. The Legislature had found that there is widespread agreement about the <br /> importance of establishing safe, structured learning environments for children and youth during non-school hours <br /> as statistics show that rates ofjuvenile crime, drug use, and experimentation with tobacco, alcohol and sex <br /> increase when older children are lefr unsupervised.
