Toni E. Flaherty
75-282 Malulani Drive
Kailua Kona, HI 96740
(808) 331-8146
November 9, 2006
Stacy Higa, Council Chairman and
Hawaii County Council Members
25 Aupuni St., Suite 209
Hilo HI 96720

Aloha,

I would like to address this council with a few personal thoughts on the topic of the re-zoning bill 251.

First of all, let me tell you that Malulani Gardens wants to be a good neighbor. We are not so conceited or
naive that we would think that we would never have development nearby. Several people tonight have
proposed ways to correct the deficits in our subdivision so that the issues of safety and property value are
respected. Once these issues are addressed, we will be a very good neighbor to have nearby.

Our tiny, "gated" subdivision has become quite a little close-knit community. People are really getting to
know one another because it is quiet and safe to walk down the middle of the street. In the morning there
are dozens of people out walking for exercise and camaraderie. I've made friends by meeting the pets of
some of these walkers! Children come down to play on the area designated "road H" because it is the
only large flat area.

Here are my concerns:

If a road is allowed to cut right through our "family", the feeling of cohesiveness and friendliness will
evaporate and we will be chopped in the middle. The notion of installing 2 more gates at this juncture
further the guillotine vision and, in my opinion is asinine and unnecessary. The mauka road could have an
access for MG residents to exit through one perimeter gate, thereby preserving our lifestyle as it is and yet
addressing the "connectivity" issue.

The site for "Road H" could be used to develop another house and for a park for keiki!

As a mother and a grandmother, I would like to preserve the little, quiet, safe neighborhood that we have
come to love and to call home.

At this time I would respectfully ask that Mr. Carr voluntarily remove his request for re-zoning as a good
will gesture until the Kona Community Development plan is put into action.

Respect, yours

Toni E ahert..
` Comm.
