This is a very fair and <br /> carefully drafted bill that captures the spirit of protecting the public by preventing significant degradation of the <br /> quality of life by limiting noise emitted by uncontrolled domestic animals. <br /> Specifically, the bill broadens the definition of animal nuisance with the inclusion of farm animals and other <br /> domestic animals who, in addition to dogs, have the ability to create noise that disrupts rest, recreation and <br /> sleep. This bill resolves the issue of how violators should be penalized as well as how "victims" of this <br /> nuisance are now allowed specific relief and recourse. <br /> I have resided in the Keaau district for over 22 years and have had the privilege of living in a very peaceful <br /> and quiet neighborhood. However, in the advent of growth in this area, it is virtually impossible to not have <br /> neighbors with animals. I have, during my 22 years, endured barking dogs howling, goats crying through the <br /> night and most recently roosters that crow at the top of their lungs from 2:30 a.m. to 9:00 a.m. and <br /> intermittently throughout the remaining day. <br /> <br /> It is with my hope that neighbors who believe it is their right to have these animals grasp that the burden of <br /> this nuisance lies with the owners and not the recipients.
