We will refrain from <br /> repeating our rationale here. Basically, our concerns centered on coherency, <br /> misunderstanding of animal behavior, enforceability, and fairness to dog <br /> <br /> owners as a particular class of Hawaii residents. <br /> <br /> By comparison, Bill 258 is a well written document, devoid of the onerous <br /> and unenforceable requirements contained in the prior attempts to amend the <br /> existing county animal control ordinance. While we still have reservations <br /> on the fairness of dog owners carrying an inequitable financial burden in the <br /> <br /> operation of animal care agencies, we support Bill 258 as a reasonable <br /> compromise ordinance. <br /> <br /> We thank Councilman Jacobson and his staff for keeping us informed on the <br /> progress of the animal control measure, Councilman Arakaki for suggesting <br /> an alternative approach to an impasse, and Councilman Holschuh and Jon <br /> Henricks for their considerable and comprehensive effort to adapt the <br /> <br /> measure to our island environment. <br /> <br /> We urge the Council to pass Bill 258, Draft 2, and bring this lengthy <br /> discourse to a satisfactory conclusion. <br /> <br /> <br /> President Comm.
