The present <br /> process is fair and responsible. The Planning Department has not abused the authority it has assumed. <br /> Requiring the amount of information that is represented by the present letter of the law would not enhance the <br /> decision making ability of the Planning Department or the Council, but will require vast amounts of additional <br /> money spent by Developers upfront before the actual public input is received. This would actually have the <br /> opposite effect the opponents of this measure intend by causing Developers to be more heavily invested, both <br /> economically and emotionally in the plans presented prior to input both from the County agencies and the <br /> public. This new interpretation would also specifically have a negative impact on all but the very largest <br /> developers since the upfront costs could far out way their ability to obtain financing for the 'soft costs' required <br /> under the new interpretation. <br /> I urge the Council to support Bill 246. <br /> Mahalo for your consideration. <br /> Respectfully, <br /> <br /> Jan J.
