<br /> <br /> <br /> <br /> <br /> <br /> To The Honorable County Council Chadman Stacey Higa <br /> and Council Members, ZOOS NOU 14 PM 1 u9 <br /> As a citizen of Hawaii, I feel you are all doing a fairly good job a etected officials for the <br /> County of Hawaii. <br /> Some bills are very good for the community and people of HL;Q~ttlt I Bally-0i"Slee <br /> with Bill No. 258, Draft 3 because of several reasons. <br /> 1) Pertainaing to gaff/slashers prohibited as we all know we recently had the Filipino <br /> culture festival and the sport of cockfighting is a big part of the Filipino culture. Gaffs/slashers <br /> were brought in with the Filipino immigrants that labored and make Hawaii today. When they <br /> arrived, they brought their cultures. With that cultures, came these implements and cockfighting. <br /> Some of these implements commonly known as gaff/slashers were being handed down from <br /> generation to generation and are like heirloms and kept for sentimental reasons. I feel that by <br /> implementing this type of Bill, this really undermine the rights of the citizens of Hawaii. <br /> 2) As far as the zonings are concerned, its not clearly stated pertaining to the Bill. <br /> 3) Special Officers (animal control contractor), who's going to foot the bill or where <br /> are their salaries coming from? The County doesn't have enough money to operate properly as it <br /> is. And if the salaries or monies are going to be appropriated for enforcement by the animal <br /> control contractors, I really disagree with the use of tax payers money for this purpose. <br /> 4) The Humane Society can't even control or cut down on the stray animal <br /> population as it is. (Back when there was only one dog catcher, without all this expensive devices <br /> and humane means of controling strays, did an excellent job of controling and keeping up with <br /> stray animal population island wide.) Now, I understand the population has grown and there are <br /> more strays running loose and laws have been passed, in the past, lease laws. I'm not sure if <br /> there is an animal shelter of the Humane Society in any other district other than Puna and Kona. <br /> With expensive modem cars, traps, equipment and more employees, why the lease law is not <br /> been enforced and can't keep up with the strays. Appropriate more funds for the operation of the <br /> Humane Socity and adding more responsibility will make matters even worse. Already the <br /> Humane Socity disposses of a lot of animals. They say humanly put down? Humanly or not, <br /> killing is killing. <br /> 5) Noises creaated by animals can be caused by stray from irresponsible owner of <br /> cats/dogs or even people talking or neighbors having domestic problems that complainers can't <br /> hear, but dogs and other animals respond (make noise) by these things. <br /> 6) If a stray cat/dog was to cause my dogs or animals to make a lot of noise all the <br /> times, does this Bill allow me to solve this problem; that the Humane Soc'rty can't enforce. I think <br /> not, because of an incident that happened to someone that I know. He was charged or almost <br /> charged because he was tryng to protect his own livestock. <br /> 7) 1 live in an area where lot of the owners have dogs and cats which causes my <br /> dogs and animals to bark and make noise at times and people talking loudly makes my dogs <br /> bark. This doesn't bother me because I want my dogs to let me and some of my neighbors to <br /> know if the barking is caused by an intruder or someone at my gate. <br /> 8) Lots of dog owners have dogs for hunting to put food on the table for thier family <br /> and as watchdog to protect thier property. This Bill would allow more crimes to be committed due <br /> to no watch dogs. They are our alarm system for us and for our neighbors. When we leave, we <br /> let our neighbors know and if our dogs bark excessively, they'll check it out for us. <br /> I can go on and on about this Bill, but wig and it here. Besides there is already a set of <br /> laws that was put in by the County Council, but its not being enforced. You should really look at <br /> that law instead of making new laws and enforce the present law in existence. <br /> Some things we do now, we regret later, so think on this. Preserve what "Aloha" we still <br /> have and not erode it anymore.
