My name is Miriam Saito Hamakawa and I am testifying against the
proposed rezoning Bill 305 from RS 10 to RM 2.5. 1 am part owner
of the property at 757 Laukapu Street which is located directly
across from the proposed 24 unit development.

Since I was born in the family house at Laukapu Street, I have
many happy memories growing up in the spacious area. I cannot
imagine how crowded the 24 units and the surrounding area will
be and the effect on the neighborhood.
Now that the developer is planning to build sidewalks only on his
side as part of Bill 305 which will be from Lanikaula Street to
Leilani Street, what is going to happen to our side of the street
with no sidewalks or drainage?
My concerns are:

1. Flooding - lack of drywells before development.

2. Not enough parking on Developer's site, so overflow will park
on our side of the street especially if sidewalk is only on
Developer's side.
3. Cars parking on street leaves grass shoulders muddy, plus it
makes street appear narrower.

4. If parking on street is allowed, then parked cars will block
sight distance of driveways as Homeowners try to enter Laukapu St.
Instead of sidewalks on one side, why not have the Developer pave
shoulders on both sides with asphalted concrete and install
sufficient number of dry wells or sumps on both sides of the
street?

In the event the 24 units do het built, who can we complain to
fix the flooding and parking problems? Will the County have
to spend the County taxpayers' money to fix something caused by
the Developer?
These are just a few of the concerns I have as there are other
areas, too. Request that you deny the development because of the
negative impacts to surrounding properties which will affect
the quality of life to the people of the neighborhood.
Thank you Council members for allowing me to express my deep
and very realistic concerns.

Comm.
