Dear Chair Higa and members of the Council:
RE: Bill No. 305, Rezoning Request - Ivan Mochida
TMK: 2-2-36:102 and 103
After the Council meeting of October 31, 2006, we wanted to assess the neighborhood's
position towards Mr. Mochida's townhouse project. We walked the Houselots neighborhood the
week end of Nov.4 & 5 for approximately 9 hours and contacted many of the property owners in
the area. It was clearly evident that greater than 90% of those we met opposed the townhouse
project.
The following are a result of our findings:
1) Map including area from Kekuanoa St. (West), Kalanikoa (North), E. Lanikaula
(East), Hinano (South)
Legend:
a) Grey: Neutral (3 verbal, confirmed)
b) Not colored: Property owners unresponsive or not contacted.
c) Brown: Proposed site for rezoning
d) Pink: Property owners opposed (>50 verbal and/or written, including
Property owners who signed petition submitted previously by Mr. Nekoba)
e) Green: Property owners support (11 written, as documented by Mr. Fuke)
2) Copy of >50 Letters of Opposition, by Property Owners and neighborhood
residents, to the project.
We hope that you, as representatives of people, will consider the neighborhood opposition
to this rezoning project while making your decision to do the right thing for the quality of life of
the people.

I am Patricia Saito Toyama., testifying against Bill 305, Mr. Mochida's application for
rezoning from RS 10 to RM 2.5. My sisters and I own 757 Laukapu Street which is across
the street from the proposed townhouse development.
At the last council meeting we were surprised by Mr. Fuke's map which indicated
that owners of only 4 properties were opposed to the rezoning. We felt that this was not
an accurate depiction of the neighborhood sentiment and decided to canvas the
neighborhood. We expanded the canvassed area west to Kekuanaoa, and the weekend of
Nov 4 &5 my sisters and I walked approximately 6 blocks of Laukapu, Kalanikoa, E.
Lanikaula, Hinano, and Leilani.
On the map included in our submittal, grey is for the neutral property owners;
brown indicates the proposed rezoning site, pink is for the property owners who oppose
the project; green indicates those property owners who support the project,( including the
Aburamen property which was originally part of the project) . The uncolored properties
are those who were not contacted or did not respond. We weren't able to contact
everyone during the short period of one weekend, November 4 & 5, but the majority of
homeowners, as indicated by pink on this chart, signed letters opposing the townhouse
project. Their concerns mirrored ours. They want to keep a quiet, safe neighborhood.
They're concerned about the increase in traffic, and about traffic safety. Several
mentioned that the high traffic on Kekuanaoa forced cars to take alternate routes through
the neighborhood, and that the increase in cars from the project would worsen the traffic.
One person stated that he felt traffic lights should be installed at the Kekuanaoa/Laukapu
Street intersection. He said that when he initially received a notice about the project, he
called the number to say that he opposed it, and wanted to know what he could do. He
was among those who thought the project was a "done deal" and were happily surprised
that it was still in discussion. They signed in opposition.
It was a hot, humid weekend, with some thinking we were there to ask for their
vote in the election on November 7. The positive aspect of our walking the neighborhood
is that we connected with long time family friends like the 89 & 88 year old couple we
remember from our childhood, and made new friends who felt the way we do about the
neighborhood. Because of the previous emphasis on property owners, we initially
collected signed letters from property owners. However, as we progressed on our walk,

and met renters who were eager to sign, we realized that the renters are residents who
w will feel the impact of the increase in traffic and noise, and diminished quality of life.
Consequently, there are a handful of letters signed by renters included in the packet. I
myself was once a renter until we could save enough money for a down payment on a
house. While renting, we voted in that district, participated in the PTA, Little League,
and were a part of that community that accepted us.
During our walk we learned that the successful kumiai effort to retain low density
zoning for Waiakea Houselots many years ago was spearheaded by Mr. Manning, Mr.
Kekuna, and Mr. Nakatsu. 92 year old Mr. Manning still lives in Houselots, and signed a
letter opposing the 24 unit townhouse project.
Included in our submittal are over 50 letters of opposition to the 24 unit
townhouse project. The majority of the neighborhood opposes this townhouse proposal
rezoning.
We hope that you, as representatives of people, will consider the neighborhood
opposition to this rezoning project while making your decision to do the right thing for
the quality of life of the people.
