Any construction mauka of Lowes should include ingress and egress off upper Palani Road, and the developer should be required to make improvements necessary to complete the connection. As now planned the development will ingress and egress into one of the busiest stretches of the Queen Kaahumanu Highway, which is currently reduced to a crawl for numerous hours each day. 2. 1 attended the Planning cCmmission hearing for the proposed development and it is my understanding that a variance will be need to develop the project because some public roads within the subdivision will not meet county standards---too steep of inclines and no curbs or sidewalks. This undoubtedly, means that at some point in the future the taxpayers will be asked to foot the bill to bring roads into compliance when concerns about safety and liability arise. For these reasons, I ask the Council not to approve this subdivision at this time, or at the very least, to wait and see how it would fit into the soon to be presented Kona Community Development Plan. When•Lowe's was built they wanted to open-the road at our gate. It was a bad idea then and it is a worse idea now. Please note that the road block presently exists was ordered by Mayor Kim after we presented him with drawings of the road , and now they want to add Kona Coffee Estates , which will compound the problem. Opening this road will provide a dangerous short cut for people avoiding the traffic light at Henry street. Most if not all the traffic that now turns from the highway to Henry street will now be going by our gate entrance/exit. The traffic light going in will not solve any of these problems. Who paid the Engineer who thinks this will solve the saffety problems. This area if you go there and look you will see you have at least four crossover areas where cars will be crossing lanes. How many lanes will there be , and how wide will they be? Trucks will also be using this street. Will they be able to make turns without crossing into another lane? I don't think so. The best option I believe is for the developer to provide an access road on upper Palani away from the traffic congestion. I have seen many accidents when some drivers go strait though the right turn ONLY at Malulani Dr. What do you think is going to happen when they make a fast right on Malulani to make a short cut to Henry as we come out of our entrance. I was already involved in an accident coming home as 1 was almost stopped at the red light for Henry when I was hit from behind by a driver that was in a hurry. I was at one of the early meetings and they said the affordable housing was an other option to meet the county needs. What happen to that option? I do not think the Salvation Army Center is a good option with the traffic issues. A traffic light Malulani Dr. will NOT solve the problem and only make the traffic in Highway 11 even worse. There need to be a total redesign of that intersection to make A save.
