<br /> <br /> <br /> <br /> <br /> <br /> Opposition Statement <br /> <br /> I have two major concerns regarding the proposed development known as the Kona <br /> Coffee Estates. <br /> <br /> <br /> 1. Any construction mauka of Lowes should include ingress and egress off upper Palani <br /> Road, and the developer should be required to make improvements necessary to <br /> complete the connection. As now planned the development will ingress and egress into <br /> one of the busiest stretches of the Queen Kaahumanu Highway, which is currently reduced <br /> to a crawl for numerous hours each day. <br /> <br /> 2. 1 attended the Planning cCmmission hearing for the proposed development and it is <br /> my understanding that a variance will be need to develop the project because some <br /> public roads within the subdivision will not meet county standards---too steep of inclines <br /> and no curbs or sidewalks. This undoubtedly, means that at some point in the future the <br /> taxpayers will be asked to foot the bill to bring roads into compliance when concerns about <br /> safety and liability arise. <br /> For these reasons, I ask the Council not to approve this subdivision at this time, or at <br /> the very least, to wait and see how it would fit into the soon to be presented Kona <br /> Community Development Plan. <br /> <br /> Judith M.
