Opposition Statement

I have two major concerns regarding the proposed development known as the Kona
Coffee Estates.

1. Any construction mauka of Lowes should include ingress and egress off upper Palani
Road, and the developer should be required to make improvements necessary to
complete the connection. As now planned the development will ingress and egress into
one of the busiest stretches of the Queen Kaahumanu Highway, which is currently reduced
to a crawl for numerous hours each day.

2. 1 attended the Planning cCmmission hearing for the proposed development and it is
my understanding that a variance will be need to develop the project because some
public roads within the subdivision will not meet county standards---too steep of inclines
and no curbs or sidewalks. This undoubtedly, means that at some point in the future the
taxpayers will be asked to foot the bill to bring roads into compliance when concerns about
safety and liability arise.
For these reasons, I ask the Council not to approve this subdivision at this time, or at
the very least, to wait and see how it would fit into the soon to be presented Kona
Community Development Plan.

Judith M.
