Bill 251 Kona Coffee Estates. (Oppose).

Adele DeCuyper,
75-272 Malulani Drive,
Kailua Kona, Hi. 96740

Chairperson Stacy Higa and County Council Members,

There has been a lot of rather negative testimony forwarded to the County Council on the
rezoning of Stanford Carr's Kona Coffee Estates. The people of Kona who live and work
here have brought up many issues. All have been ignored by the Council Members on the
East side. West Hawaii Today newspaper has covered it agreeing with the people who
want infrastructure developed before any more subdivisions are approved. What is more
important than the needs of the people you serve? The Council declared in 2005 in
reviewing a Multiple Residential rezoning proposal that the Council would strive to
"enhance the quality of life in our residential communities" How is that possible with our
present infrastructure?

Yes, we need affordable housing but we need roads first, we need roads to connect to
other areas, this subdivision does not do that. It actually will pour more than 500 cars on
to QKH that is already experiencing gridlock.

Bill 251 is flawed; it needs to be amended to reflect what is really going to be built and
how it helps the community. The bill as it stands does not reflect what Stanford Carr is
saying or what he is planning.

Please oppose Bill 251 when it comes to the floor for a final vote.

Thank you in advance for taking the time to consider all of the aspects of this Bill.
Sincerely,

Adele DeCuyper
