Bill 251 will create a major traffic thoroughfare through a gated community, in essence cutting the Malu Lani
community in half- literally. Road H of Malu Lani Gardens should be protected by not allowing it's use during the
building of the Kona Coffee Estates. Rather, we should wait for the Kona Community Development plan that is
scheduled for completion in January of 2007 to help determine future development. Reasons for disallowing this
Bill 251 are as follows
1. This roadway that would be opened up to major outside traffic is by no means up to code or standards and
runs perilously close to the homes creating a major safety hazard for pedestrians and residents.
2. The only access to this road is right through the community up Malu Lani Drive. The Mayor closed the road in
2003 until it could be brought up to safety standards. The road is still in the same condition and traffic has
increased dramatically.

3. This project adds no real value to the community at this pre-mature stage, but adds to traffic woes, dangerous
road conditions and the potential increase of criminal activity.
4. If developers continued pressures to open up road access through gated communities is given the green light
by our trusted government officials- what assurances do any property owners on the Big Island have that their
decisions to live in quiet, private, gated communities will not be continuously infringed upon? We will be setting
precedent that any developer that requests it may help to destroy gated communities on our island. We send
clear messages to our fellow residents that they and their communities are not safe from irresponsible and poorly
planned development, regardless of how carefully the private community was planned or how closely State and
County laws were followed.
Deep appreciation and thanks to those of you on the Council who have committed to voting no on bill 251.;
Please Council members, help us to defeat this unjust Bill and to find solutions that work for all peo that vj''nt
to live on our beautiful island in safety and peace.
